This Manual includes notes on the decisions which have been made in recent GAs. In addition to the most recent decisions it is useful to collect historical information to this manual (e.g. historical data for Symposium and Congress fees). The Secretary General is responsible for this Manual.


Membership Fee Calculations

The current Base factor for Membership Fees for MOs is 23.


The Base factor before changing the method of calculation of the membership fees (changed for financial year beginning 2013) for MOs was 20. The new figure of 23 (retained in 2016) gave overall approximately the same total raised in fees.

The base factor of ISM fees before the financial year beginning 2016 was 6 for students and 3 for non-students. A student ISM has to pay the membership fee annually whereas the alumni ISM only has to pay the fee once.

Congress and Symposium Fees

The maximum Symposium fee for the 62nd IVSA Symposium in Turkey, including the Central Fund surchage, was €275.

The maximum Congress fee for the 63rd IVSA Congress in Indonesia, including the Central Fund surchage, was €400.

The maximum Symposium fee for the 63rd IVSA Symposium in the UK, including the Central Fund surcharge, is €340.

The maximum Congress fee for the 64th IVSA Congress in Romania, including the Central Fund surcharge, is €400.

The maximum Symposium fee for the 64th IVSA Symposium in Taiwan, including the Central Fund surcharge, is €300.

The maximum Congress fee for the 65th IVSA Congress in Austria, including the Central Fund surcharge, is €400.

The maximum Congress fee for the 66th IVSA Congress in Malaysia, including the Central Fund surcharge, is €350.

The maximum Symposium fee for the 66th IVSA Symposium in South-Africa, including the Central Fund surcharge, is €350.

The old maximum Congress fee (in place summer 2010 to summer 2013) was €300, and the old Symposium fee (in place summer 2010 to summer 2013) was €200. These maximum fees did not include the central fund surcharge. The GA allowed individual Congresses and Symposia in more expensive countries to increase the fee above these maximum fees considerably on several occasions during this period.

Other Major Decisions

At the 62nd IVSA Symposium in Turkey, the GA approved a MoU with OIE, the WHSS MoU and a partnership with Stop TB.

At the 63rd IVSA Congress in Indonesia, the GA approved IVSA’s first 5 and 10 year Strategic Plans, a Memorandum of Understanding (MoU) with EAEVE, a MoU with WVA, a MoU with IFMSA, a letter of response to the EC in an “Exchange of Letters”, and an initial letter to the FAO in an “Exchange of Letters”.

At the 63rd IVSA Symposium in the UK&Ireland, the GA approved to apply for the United Nations (UN) Consultative Status. The application was submitted and UN Consultative Status was given to IVSA on the 23rd of July 2015. The GA also approved a contract between IVSA and Multiview and the renewed contract between IVSA and Bayer.

At the 64th IVSA Congress in Romania, the GA approved several MoU's with WHSA, FAO, Wikivet, VB4A, IAAS, VetPD, Vetstream and a joint MoU between IVSA-Mission Rabies-Henry Schein.


Honorary Life Members and Excellence Award Winners

Over the years, several IVSA members have received the IVSA Honorary Life Membership (HLM).

  1. Clement Bressou (France) became an HLM in 1957
  2. Erwin Becker (Germany) became an HLM in 1962
  3. Andrew Higgins (UK& Ireland) became an HLM in 1974
  4. Colin Ellis (UK&Ireland) became an HLM (date not yet confirmed)
  5. Peter Bloxham (United Kingdom) became an HLM (date unsure)
  6. Dietmar Gerstner (Austria) became an HLM in 1990
  7. Stanislav Knez (Slovenia) became an HLM in 2005
  8. Jan Mattila (Finland) became an HLM at the 61st IVSA congress in Norway in 2012.
  9. Frederic Lohr (Germany) became an HLM at the 64th IVSA congress in Romania in 2015.
  10. James Bost (United Kingdom) became an HLM at the 64th IVSA congress in Romania in 2015.

The 'Excellence Award' is awarded by the ExCo to an IVSA member that in their opinion has excelled within their position in the IVSA.

  1. Theophanis Liatis (Greece) received the first Excellence Award at the 64th IVSA congress in Romania in 2015
  2. Yuvraj Panth (Nepal) received the Excellence Award at the 64th IVSA symposium in Taiwan in 2016
  3. Michael Huang (China) received the Excellence Award at the 65th IVSA congress in Austria in 2016
  4. Branden Nettles (SAVMA) received the Excellence Award at the Special General Assembly in the United States of America in 2017
