Ad Hoc Committees should be created for unique issues which require special effort, are not suitable to be solved by the ExCo/Secretariat/Trust, and cannot be solved by the GA without considerable debate/effort. Working Groups are for more long term issues that need constant input. An example might be rabies eradication efforts.

The motion to form a Committee/Group should state specifics, e.g. how many members (or “with no limit on number of members”), how they are to be elected (e.g. by application to the Chair, appointment by the Chair, appointment by the President), when the Committee/Group will report to the GA. If these details are not stated in the motion to form the Committee/Group, then they shall be the decision of the Chairman of the Committee/Group.

The only Committee written into the Bylaws is the Animal Welfare Committee (the Election Committee, to be formed during every Congress and Symposium, is also included)

A Standing Committee on One Health (SCOH) was set up in the 62nd Congress in the Netherlands.

A Standing Committee on Veterinary Education (SCoVE) was set up in the 63rd Congress in Indonesia. At the same time, IVSA’s Standing Committee on Modern Technology in Education (SCoMTE) was disbanded, and its remit incorporated into that of SCoVE.

An Ad Hoc Committee on Strategic Planning was set up in the 62nd Congress in the Netherlands, and its 5 and 10 year Strategic Plans were unanimously approved by the GA in the 63rd Congress in Indonesia, at which point the Committee was automatically disbanded.

The Constitution Committee (an Ad Hoc Committee set up during the 60th IVSA Congress in South Korea) was disbanded during the 61st IVSA Symposium in South Africa, but Jimmy Bost (jimmybost1@gmail.com) from the Constitution Committee is happy to answer any questions regarding the Constitution or Bylaws.
